RII Deputy Director for Science

Lyudmila M. Tsybalova joined RII in 1974 after graduating from St. Petersburg I. I. Mechnikov State Medical Academy. In 1979 she completed Advanced Post-Graduate Course in Medicine at RII and continued her research as a junior and, later, senior scientist. Lyudmila Tsybalova received PhD (1985) and Doctor in Medical Science (2003) degrees in epidemiology. From 1999 to 2006 she was elected to serve as RII Scientific Secretary.

Research interests of Dr. Tsybalova were focused on issues related to epidemiology and prevention of influenza and ARI. One of the most significant studies carried out by Dr. Tsybalova addressed the impact of genetic and social factors on influenza and ILI epidemic processes.

Currently, Dr. Tsybalova heads the Department of Epidemiology and Prophylaxis and its Laboratory for Influenza Vaccines and is actively involved in the development and evaluation of safety, immunogenicity and efficacy of prophylactic antiviral preparations. Dr. Tsybalova is a participant of a number of joint investigations including international projects on influenza vaccine development, particularly, A(H5N1) vaccines (Russia-Kazakhstan Project) and plant origin vaccines (European Project #227056). She was a co-manager of an international study aimed at improvement of rubella monitoring in Russia (Collaborator – CDC, USA) (2006-2009).

Dr. Tsybalova contributes significantly into development of measures against influenza pandemic threat. She was engaged in preparing the National Influenza Pandemic Preparedness Program and managed development of the Regional Program for Community Protection against Influenza. Dr. Tsybalova is an author and co-author of more than 110 research publications, including medical guidelines, and a number of draft influenza regulatory documents to be approved by the Russian Ministry of Health and Social Development as official recommendations.

Lyudmila Tsybalova is a member of RII Expert Committees, RII Dissertation Council and the Interregional Interagency Working Group on Avian Influenza Prevention. She actively participates in the Russian I.I. Mechnikov Scientific Society of Epidemiologists, Microbiologists and Parasitologists. In recognition of her professional achievements, Lyudmila Tsybalova was distinguished with the “300th Anniversary of St.-Petersburg Commemorative Medal” (2003) and Honorary Certificates.
